Can't change network settings from public to private

I recently went on a trip and accessed my laptop from various airports

etc. I changed the network settings to public for extra security. Now I

am back home and the computer isnt allowing me to change it back to

private. Also i can't defragment my drive. When i try, it says:

C:\WINDOWS\System32\dfrgui.exe

I can't turn file sharing on... I can't install activeX control to get

an upload tool to upload my pictures... I have tried to lower the

security settings etc. Nothing has worked. Please help!!!
