Language/ANSI/Unicode problem

Hello. I have bought my new pc system three weeks ago. i have the vista

ultimate package installed. My problem is that my system cannot

understand the greek language. I have downloaded the greek language

package from the vista updater and installed it succesfully. I may be

able to read a file online but when i download it i can't read it

anymore. The greek characters change into non-readable ones. I found out

that the problem is about notebook mostly. All the notepad files i have

downloaded are saved as ANSI and that's why i can't read them. If i

write in the notebook program i have to save the file as Unicode and not

ANSI. Is there anyway to download a notepad file directly as unicode and

not ANSI? cause it's really tiring. i have tried to download as ansi and

then save it as unicode or copy the whole text and paste it into a

unicode file but i had no progress. Thank you for your time.
