Worse yet, there are still driver and application program issues. A lot of software is still 32 bit, and is therefore stuck with many if not all of the limitations of the 32 bit environment. A 32 bit program running on a machine running in 64 bit mode and OS is running in some sort of simulation mode. There are reports that the simulations are not always perfect. I see two indicators for moving to a true 64 bit OS: (1) Availability of 64 bit application programs like Premiere. (2) Widespread use of say 8 GB of RAM or more. Right now most people are just moving to 4 GB. In a couple of years, there will be a lot more interest in running 8 GB.
