Hi,

Our users are getting this message when logging into one of our
windows 2003 servers through mstsc. We have 5 per user licenses
available but even though the licensing mode is set to per user, it
still only issues temporary licenses. I've been searching for a while
and I found this quote on the microsoft site:

"Currently, Windows Server 2003 does not manage User CALs. This means
that even though there is a User CAL in the license server database,
the User CAL will not be decremented when it is used. This does not
remove administrators from End User License Agreement (EULA)
requirements to have a valid terminal server (TS) CAL for each user.
Failure to have a User CAL for each user, if Device CALs are not being
used, is a violation of the EULA."

If that's still the case, what are we supposed to do to get the server
to issue licenses correctly? Or is it a case of having to have per
device licenses?

Let me know if I've been too vague and you need more information.

Which SP is the server running?
There has been a bug with the TS Licensing mode switching to an
undefined value (which isn't visible in the GUI), but it was fixed
in SP1.
