XP Toolbar & Office 2003 resolution low/pixilated after reinstall

I wiped my hard drive clean preformed an reinstall of XP Professional and
Office 2003. I seem to have everything up and running, functionally. However,
during the reinstallation, the XP Toolbar (and any Office programs) lost
their sharpness. They all are low res, and Outlook has a completely different
look to it. I had the previous look to both XP and Office for a short bit,
however while I was installing drivers for my laptop, the res was lost.

Any help or suggestions anyone offer would be greatly appreciated. Below is

Install all the drivers you have not installed at this time. Start with
your Video Card drivers from the Video Card Manufacturer's support/downloads
section of their web page. Open your device manager and check for other
devices that may not even have drivers installed yet.

Oh - and just in case - what happens when you try to change resolution?

I am continuing to look to see if i have everything d/l and installed correctly. do you think this would be the problem as the view inside of IE still has great resolution? maybe a better way to explain it would be as if XP and Office reverted back to a Win 95 look for some reason. Now I had to do a reinstall, and I had to call Microsoft to get a new code for XP as my provided key stated i was beyond my allowed amount of installs. Could this be a back way for MS to kind of "force" me to buy a new copy or upgrade? i only wonder this because it make no sense to me all other graphics seem to be great.

when i change the screen resolution in the display setting, it only causes
the display size to decrease with a large amount of black space surrounding it

Also make sure your color quality is set to 32 bit.
