XP Hangs On Computer Settings During Boot Up

I haave one PC on the network that hangs on computer settings during boot up.
It takes about 5 minuets to pass through this stage of the boot up.

I have tried so far:
1. Ran ipconfig and flushed the dns successfully.
2. Set the primary dns settings for the ip address on the server.
3. Nothing in the event log except a trendmicro error.
4. I limited the startup programs to systray, pccctmon, and cftmon.

Any suggestions on what to try next?

Could be caused by virtually anything. Revert the system change that you
made prior to the first encounter of this problem.

See above. I had the same problem with one of my machines after changing
the fixed IP address of the built-in WLAN adapter (802.11b) to a dynamic
IP address. The problem was solved after replacing that old adapter with
a new one (802.11g). Just telling this story to make clear that questions
like yours do not make any sense when failing to post the whole story.

The user told me about the issue and said he has been dealing with it for
over a month now and just got fed up with it, so I am not sure when to
restore the system to.

I do a full scan every week for all virus and malware. One night a week we
leave all the PC's on and TrendMicro runs a full virus and spyware scan. His
machine had no spyware or virus on it this past week.

I also replaced the NIC on this machine about one year ago. Maybe the new
card is having issures?

When not knowing the cause, any advice fails. After installing any Norton
Software (another example), the same problem has been reported more than
often. If I were you, I would reinstall Windows from scratch and assign
a *limited* account to that user which does not allow for any software
installations except updates.

Well, if that user has administrative privileges and Malware has been
installed while using that account, it can easily bypass any anti-virus.

Since this was just one possible cause out of dozens, this does not seem
to be very likely. Anyway, if the problem exists since that replacement,
you may want to assign a static IP address just for testing purposes.
