XP Control Panel has disappeared from Start

In the past, whenever I'd click on Start, there was a link to the Control Panel. However, it's been missing for some time, and I've been connecting to it via other means. I'd prefer to be able to easily connect to it via Start, and need info on how to do that.


Also, I've been unable to make a shortcut to the Control Panel and would like instructions how to do that. Thank you!
