I was asked to restore an emachine. I did.

How do I turn on the security tab in the property window of a folder or a
file?

I am using admin ID of administrator privilege. I just can't seem to get at
the built-in administrator ID. can't create nor delta, nor change
password. I need an command prompt command to change the password and
enable it.

Hi GS,

You have to boot into Safe Mode in order to access the built-in
Administrator account.
