Windows XP SP3 shutdown problem

I just installed Windows XP SP3 from the MS Update site and now my computer
will not turn off. You do a Shutdown and it reboots instead of turning off.
This was a new install of XP Pro with SP2 installed before SP3 from Update
site. The reason I did a new install is that I installed SP3 and had the
same problem and thought it was because I was using a new power supply or
something. This is a fairly new board that had no problems with just SP2
installed. The board is a ECS MS-7032 Ver. 1 and I have tried 3 new power
supplies.
 
Ignore this idiotic request for help. Turns out that it was of those ID 10 T
problems. I had hooked up 2 CD-ROM drives and had the 40-pin bus cable
hooked up backwards on one of them. Machine ran, but would not shut down.
XP SP3 installation had nothing to do with it except hooked up drives around
that time. Sorry.
