Windows XP SP3 Power Management Bug

I have installed Windows Service Pack 3 version 3311 and I am having some issues with the power management functions. Mainly the issue is with XP not saving the status of the Power Management option "Turn off monitor" within the "Power Schemes" tab. On each PC start my monitor power settings are not working for some odd reason. By not working I mean I have my monitor set to turn off "After 10 mins" yet it stays on forever. This did not happen with SP2 and what is really odd is that even when I go into the power options is still says it is set to 10 min intervals.

However I am able to manually reenable it upon each restart. To reenable my power options I must go into the power scheme settings and select any other time interval other than what I had selected (10 mins). I then must reselect the interval I originally had selected (10 min) and click "Apply". Basically I am just changing the interval to reenable the "Apply" button within the "Power Schemes" tab. Once I perform this task the power scheme settings will remain until the next restart. This does not only apply to the monitor on/off timing but also to all other options which fall within the Power Management settings.

OS Version: Microsoft Windows XP Professional Service Pack 3, v.3311 (Build 2600)

If you need more information I would be more than happy to comply. I would just like this issue solved due to the nature of monitor profile issues which can ruin many users’ monitors if left on too long. Otherwise I have had no issues with SP3 and it is defiantly much faster than SP2 and Vista combined, lol.
