Windows xp pro sp2 Keeps restart after finish loading

I have computer p4, cpu 1.7G , H.D 40 , Nividia 5500Fx 256MB beta driver ,,
RAM 256 MB
programsand games : KasperSky Antivirus ,,,GTA ,, Generals ,,Spiderman..
My computer keeps restarting before i get into windows :what i did to know
wheres the problem :
1- i cleaned the computer from dust
2- i checked if was a heat .
3- i removed hardwares
4-I reinstalled drivers
5-i scaned for viruses
6-i used Liveone care
7-I put the bios in the best perfromance
8-i chkdsk alot of times
9-i repaired windows by windows xp pro CD
10-i disabled auto restart by pressing F8 : guess what happend
the computer doesnt show me any message ,i dont what happend to electricty
keeps on and off
11- i checked all wires
12-sometimes we wont let me go to safe mode
13-sometime i do repair from safemode after ====> i do restart it ===> after
that he let me go in the windows xp .
14- i checked event viewer and i get nothing...
Whats a hell is this problem
please help me do fix it without format it
and please tell me how i can see the conflicts if theres any..

Do not install *any* BETA software or drivers unless you're an official
BETA tester, running a separated test environment. Remove that driver
and install the original video driver instead.

Why don't you post the system changes that you made prior to the first
encounter of that problem. If there were no such changes, it's very
likely that your problem is caused either by defective hardware or by
malware.

These BETA drivers?

What result - what malware status?

Reset all settings to "Factory default" (or similar).

There is no "repair" option under running Windows. Note that
System Restore != Repair installation (in-place upgrade)

Note that all available system updates have to be reinstalled afterwards.

load the Windows XP disk, go to the repair console and try doing the
following commands:
fixmbr
fixboot

I found the reasom ,, it was a ADSl Modem ,, i did format last week ok ,,u
unpluged everything,,,when i done installing windows i pluged the modem and
he did restart ,, i changed the modem device from the company ,, and
everything is perfect ,, But dammn i lost all my vb files ufffffffffff
