I'm new, I'm a dummy, PLEASE someone help me. I've read other posts on
this matter and attempted some of the recommended fixes.

My media player works fine in Outlook Express when someone sends me an
MPEG attachment, etc.

If I'm surfin the web and attempt to download an MPEG (no matter the
source), I always get "Internet Explorer cannot display the webpage",
and diagnostics states "Windows cannot access the specified devise,
path or file; You may not have appropriate permissions to access the
item".

I've reset my IE 7 settings to "Default", this didn't help; I appear to
be the "Administrator" although I do not have to log on as such, I'm the
only one using my computer at home. I've struggled with this issue for
two days, downloaded all updates, cleaned out history, etc., gone to
Microsoft, I cannot find a solution that works (or perhaps its me).

If you have the solution, please treat me like the dummy I am and
provide dummie step-by-step instructions PLEASE. I'm going nuts!

1. Does this behavior persist if you start IE7 in No Add-ons mode? To start
IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

Troubleshooting and Internet Explorer’s (No Add-ons) Mode:

2. Does the problem persist if you Reset IE7 Settings (RIES)?
http://support.microsoft.com/kb/923737 <= Read before using!

3. If you uninstall (a) IE7 (which automatically returns you to IE6), (b)
all toolbars and (c) all third-party Windows Themes (including Window
Blinds) and do NOT reinstall IE7, does this behavior persist? If it does,
do NOT reinstall IE7.

IE7 (Un)Installation and Anti-Malware Applications:

4. Required reading IMHO before reinstalling IE7:

Sandi's Installation Tips <= FOLLOW THESE TIPS TO THE LETTER!

[And I strongly recommend using
http://www.microsoft.com/windows/downloads/ie/getitnow.mspx as the
installation source, not Automatic/Windows Update.]

Make *certain* that you check in at Windows Update immediately after
reinstalling IE7 to install any critical updates offered. If Optional
Updates category offers Root Certificates update, I recommend installing it
to take full advantage of IE7's additional security.

Thanks so much for your time and response:

1) Right-clicking on the IE Icon does not allow me to "start in no
Add-ons mode", I only have "Browse the Internet", "Internet
Properties", and "Remove this from List".

2) I have not uninstalled IE 7 nor reinstalled, unfortunately, I'm one
of the few in this nation stuck with dial-up, ....no cable available
and bellsouth doesn't offer DSL, so uninstalling and reinstalling is an
issue......I will try this tomorrow if I cannot resolve by some other
method.

3) I reset IE to default settings, didn't help.

I'm also reviewing and attempting to use your other alternatives; I
have Zone Alarm full package, looked at it a number of times in an
effort to determine if this might be the problem, I can't find
anything...I'm also running Spyware Blaster and Spybot S&D, I've
considered deleting the latter two programs and relying solely on ZA
but I know I was previously able to view MPEGS with all those systems
working (might have been under IE 6 but I've had IE 7 for some time and
I just noticed this problem recently)....maybe a Microsoft Update?

I cited another way to start IE in No Add-ons mode, you know?

But from the sound of your last post, I'd strongly recommend trying #3 in my
last reply. If the behavior persists afterward, do NOT reinstall IE7 but
post back to this thread for more diagnostic tips.

After further review,

I set up a new Administrator account, went thru all the set-ups, it
automatically used IE 6 instead of IE 7 which is associated with my
original Administrator account........

This did not help at all.....I went surfin, picked out a page I have
used in the past, tried to download and play an mpeg.........same ole
thing

"Internet Explorer cannot display the web page", plus "Windows cannot
access the specified devise, path or file; you may not have the
appropriate permissions to access the item".

I'm stumped.....probably spend 5 hours on this problem yesterday
evening and another 6 hours or so this evening......?????? Makes no
sense!

OK, it would now be a good idea to post a link to a site you are
having problems downloading mpegs from, so we can have a look
and try and discern what is happening.
Also supply details of how you try to download (RIGHT click and
"Save target as"?)
Are you 100% certain they are Mpegs and not streaming/Flash?

All User Accounts should have IE7. If such is not the case, something's
very wrong. Start by uninstalling IE7 per my previous replies.

I usually just click on an MPEG, my Windows Media player downloads and
plays it.......never had any problems....rarely, if ever, right click
and "Save As", and its not any particular web-page I'm having a problem
with.....its any/all MPEGs that I click on, same ole
message/problem.....never had this happen before...never....now if
someone sends me a "funny" or something humerous (via email), my Media
Player (recently upgraded to 11), plays it without any problems....but
only via email.......

I'm leaving on a road trip today and will check any responses you may
have when I return Sunday, Dec 30th......sure do appreciate everyone's
help but it seems like I have an 800lb gorilla on my hands...

my son's say I'm obsessive-compulsive and they're probably right....I'm
running Zone Alarm Suite (Virus & Firewall), I've looked at the Program
settings and pretty much made everything "allowable" just to see if that
has something to do with my problem......I'm also running Spyware
Blaster and Spybot S&D.....as mentioned before, I've thought about
deleting the latter two but .....since I didn't have this problem
previously with all those programs running, I don't see how deleting
them now will "fix" anything, but I'm willing......more than willing
