Windows XP home version not booting

I have a Dell pc Windows Home XP that had Roxio 5.2 Basic CD burner software that has never worked properly-any CD's burned would not play-I used my other Dell pc running Windows XP Professional to burn cd's. I was told reinstalling the Roxio software would fix this-but when software was removed and pc restarted-Windows would not reboot-does not fully load drivers,etc in safe mode either. Pc seems to be in a loop. Starting Windows normally-screen displays Windows XP logo with dots in a bar below logo scrolling across as if loading software but never starts. I cannot find the OEM software CD (I do have the XP Professional cd) and I think this pc only has XP service pack 2 installed-not servpack 3. How would I get Windows XP to restart? Also-this pc has a second harddrive installed-most of my data I want to recover is on this drive. Can I remove this drive and install into another Dell pc running Windows XP Professional? Is there much difference between XP Home and XP Professional software? Can I get the XP Home pc back up running with a boot disk? How can I get a bootdisk for this pc having XP service pack 2 only installed? This pc is not connected to internet-no access at my location. Thanks for any help!
