This problem usually occurs when the file userinit.exe becomes
inaccessible, e.g. because of malware or because the partitions
were manipulated.
In some cases it is possible to log in as Administrator while in
Safe Mode. Can you do this?
If this is not possible then things may get a little messy. The cure
is not too painful if your machine is networked and can be
reached from another machine. If this is not the case then you
may have to install the disk as a slave disk in some other PC
for the repair process.
