Windows update KB2760600 32 bit won't install upon shutting down and prevents a normal computer shu

Upon shutting down my computer, Windows update KB 2760600 32 bit runs continuously and my computer won't shut off normally. I tried to use the Fix It tool. It removes the problem for two to three shut-downs, but then the same darned update comes back and
I'm back to square one. What can I do?
