Windows Surface RT sleep mode is broken (not true always-on)

I've noticed a strange problem with the Surface RT. It ISN'T "always-on" even though that's why I purchased it. I noticed this while trying to receive notifications from Skype. After looking around I realized that the Surface was sleeping similar to a PC would. (This is the arm based original Surface)

I managed to go into the desktop and disabled sleeping when the "lid" is closed and disabled sleep when the power button is pressed but that leaves me with an awkward problem... I can't lock it. Nor can I set the power button to simply turn the screen off.

I'm not that hard up for battery life. If I lose an hour that's fine, but I'd sure love to figure out a sane way to stop the Surface from ignoring Skype notifications. Also, Skype will take nearly 30 seconds to start ringing if the Surface is in "sleep" mode. I missed calls using the Surface. On other devices the ringing occurs instantly. The whole point to ARM is to allow this "always-on" style of use. It's a big reason nearly every mobile device on the planet uses ARM vs x86/64.

If anybody knows some awkward way to simply lock the screen when closing the lid or touching the power button. Please let me know.
