Windows Media Encoder in Vista Home Premium

WHERE THE HECK IS IT?!?! I was finally able to copy the dvd we had burned
from old video tapes, but they are VOB files. Someone on her suggested using
the video encoder to convert the VOB files into a format I can use with
windows movie maker.

Where, oh where do I find windows media encoder?!?
