Windows Live ID - Multiple Microsoft Systems "combining" - Functionality

Hi,
Not sure if this is the correct forum if not please move to where would be the appropriate forum attempted to locate a Windows Live ID / Sign On / Account forum couldn't find it.
We are trying to determine the exact functionality distinctions between types of live id's and how to consolidate them without losing the benefits of "each".
For example:
We have an office365 id called username@domain.com now we also have a windows live id with the exact same nameusername@domain.com however these two logons have different passwords and access different functions. We would like to combine these two so that they are one logon but have access to both sets of "services" the services they offer are in fact different.
In addition, the new outlook.com live id provides access to "email" differently than the "old"username@domain.com specifically activesync functions. In addition, we are previewing O365 Consumer for 2013 which provides a different set of skydrive apps 2013 web apps.
It is very confusing exactly what features with which logon and why and how to combine these to one or two id's and to move "paid" services over.
What is the best method to resolve these types of questions?
