"Windows Installer Service cannot be accessed" ?

Ritter197

I wanted to delete URGE and went to Settings, Control Panel, Add and Remove
Programs and selected URGE.

It then said that the Windows installer service could not be accessed. It
thought I was in Safe mode (I was NOT) or something wrong with Windows XP.

I then went to the MS website and wanted to download the latest (version 3.x
something) of Windows Installer, but it said the version on my HP computer
was newer and I did not need the download.

What is going on?

Installer is at 3.1,3.0 would be lower.As for "not accessable",go to run
1st,type:
services.msc In msc,scroll to windows installer,double click,select auto
from
manual,start service,close out msc.Retry add/remove programs

I have gone there (msconfig) and see that it is stopped for Windows
Installer.
But I can highlight it but I can NOT change it from Stopped to Enabaled.
Even "Enable all" does not enable it when I restart and go back to msconfig
and services.

It still shows then Stopped.

Cannot get it from Stopped to Enabled.

Nothing seems to work to accomplish that.
