Windows Installer problem

I am running a fully patched XPHome SP2. When I try to install a
program of the type "xyz.msi" I get the following error message:

"The Windows Installer Service could not be accessed. This can occur
if you are running Windows in safe mode, or if the Windows Installer
is not correctly installed. Contact your support personnel for
assistance.".

I am not running in safe mode. I have downloaded and installed
WindowsInstaller-KB893803-v2-x86.exe and I still have the problem

How do I correct this?
