I have been dealing with this problem for some time now, and am stumped.
I am running XP Home Ed. on a Gateway P4 computer. My internet connection is
via DSL.
When I start IE, the Windows Install notifications start flashing on and
off. At first I thought it was do to have IE 7 installed, so I removed it and
am use IE 6. This problem interferes with writing email and online gaming.
Everytime the notification flashes on, it steals the cursor and interupts any
inputs being made. I have run Norton Spyware and Yahoo Spyware to see if I
could isolate the source of the problem. Popup Blockers don't work either. I
have tried to view the Task Manager while this is occuring but the action is
to fast to see what is the source of the Install notification or it doesn't
happen while the Task Manager is on top, I'm not sure which.
Note this does not happen on my Gateway Laptop, and both machines appear to
have the same Internet software. The only physical difference is the Laptop
is connected to the internet via WIFI and the Desktop is wired to the router.

When all else fails, HijackThis v2.0.2
(http://aumha.org/downloads/hijackthis.exe) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware with
assistance from an expert. **Post your log to

analysis, not here.**

If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA) computer repair shop.
