Windows Installer Network Connections

I am running windows XP Professional SP2. When I install a new computer and
run updates I am unable to run the Windows installer I get the typical:

"The Windows Installer Service could not be accessed. This can occur
if you are running Windows in safe mode, or if the Windows Installer
is not correctly installed. Contact your support personnel for
assistance.".

I also lose the ability to manage my network connections.

I tried to install SP3 to see if that corrected the problem but get the same
result.

Has this happened to anyone else? If so how did you correct the problem?
