Windows 8 user cannot connect to AT&T Wifi public networks (McDonald's, Starbucks, FedEx...

I've been searching on here and I haven't found anyone else with this issue but I can't be the only one.


In the event I am the first, my problem is I can't connect to AT&T WiFi public networks; McDonald's being the most common location. It shows up in the list of Wireless Networks but it takes forever for the McDonald's web page to open where it has the box that says something like "Connect to the Internet" or words to that effect. After clicking on that box, eventually a pop-up message appears at the bottom of the page saying the webpage isn't responding; click to refresh it. No matter how many times I try that, nothing happens.


I have Windows 8 on a Toshiba Satellite. It's a new laptop that came with Windows 8; I didn't upgrade other than to buy this new laptop.


What is odd is that I am on a WiFi network right now. "Wandering WiFi" to be specific. But I tried to get on AT&T at Starbucks earlier this evening and had the same success I've been having at McDonald's.


I'm fairly sure I didn't mess with any of the wireless settings on my pc but I can't say that with 100% certainty.
