Windows 8 Desktop Volume Slider Issues

I am having an issue on the Desktop version of Windows 8. The volume slider will randomly go all the down, and I can't make it go back up, as if I drag it up, it'll fall back down. This persists until a PC restart. This also makes a volume slider appear in the upper left corner of the screen, Alt Tab no longer works, and the special Windows 8 bar that appears when you drag the mouse into a corner no longer appears as well. I do have "Do not allow applications to take exclusive control of volume" enabled, and when the sound detects other programs, "Do Nothing" enabled. I have rebuilt my PC earlier this month, the problem still happens. At the moment, I have close to barebones PC, with nothing on it except for what the Windows 8 disc installed, and Steam with Dota 2 installed. I use Altec Lansing Speakers, and do not have Realtek Audio Drivers installed, as I've installed them before, and they did not fix the issue. Any suggestions on how to fix it?
