Windows 8 Bottom Taskbar and Desktop problems.

I have just installed the latest update for Windows 8 for my Laptop. When I restarted afterwards my Desktop icons were missing and the screen kept flashing blue every 4/5 seconds. I was also unable to open any of the programs located on the Bottom taskbar and they would also disappear every time the screen flashed blue. I restarted the Laptop twice and while my desktop icons returned the screen-flashing problem was persisting. Does anyone know what might be causing this because it has made my laptop unusable and I need it for stuff.
