WINDOWS 8.1 SYSTEM - DEFENDER WON'T RUN

defender won't run - did a clean boot - still won't run - noticed message saying that MSASCui.exe could not be found - looked in c:\windows\program files\windows defender\ and the program is there. - added a path" :c:\windows\program files\windows defender\" - still can't find files - did a reboot to Windows Defender Offline - ran a full scan - no viruses - checked for other virus programs, none found - HELP
