Windows 7 slow log-off due to SENS

There have been a couple other "answered" threads on this problem, but the answers offered so far are just workarounds that don't help me. I have a large number of Dell E5410 laptops running Windows 7 64-bit. They are simple workgroup clients. No domain is involved. Windows firewall is disabled on them, but they are running Trend Micro antivirus. I don't get this problem with all of them, but it happens with many of them, and once the problem starts happening on any given laptop, it persists. When you shut down, the machine sticks on "Logging Off" for several minutes. Then, finally, it shuts down.
If you enable verbose logoff messages, the status indicates that it's waiting for the System Event Notification Service (SENS). By all appearances, the system waits and does almost nothing during this time. A subsequent check of the system event log, shows no events occurring at all during that waiting-for-SENS period. No errors are shown. I can't figure out why this wait is occurring. Once the SENS delay is over, the remainder of the log-off steps happen in quick succession, and the machine shuts down within a few seconds...that is, if you haven't already forcibly hard-powered it off or thrown it against a wall.
Suggestions for "solving" this on other threads have included lowering the value of a "WaitToKill" key in the registry (from 12000 to 120). This is no help. It does not shorten the SENS delay one bit. The other suggestion is simply to disable SENS. I tried this and that eliminates the log-off delay, but it also causes the operating system to have trouble mounting external hardware devices. These laptops are used for video editing, frequently have to connect to an external Matrox video conversion box, and SENS is needed to support proper mounting of that box. Video editing is a heavy enough task that, unfortunately, having to restart the system is not unusual. When you're editing under a deadline, waiting several minutes for a reboot to complete is interminable. I really need to find a permanent fix.
This slow log-off SENS issue appears to be not unusual I find it under both Windows 7 and Server 2008 forums, never with any definitive answers. Is there ever going to be any real solution to this problem?
