windows 7 error

Heyyy am using windows 7 ultimate , and the all the folders on my pc are automatically creating a shortcut folder in itself wat shud I do ???? I accidently opened cmd.exe file ,while deleting this shortcut the location is shown as win c:/win32 /cmd.exe , what should I do , all the shortcuts after deleting come back aagain where they were,,, pls help
