Win2K Lockdown

I need to lock down server win2k machines. The user needs to access just a few programs. I have tried to set them to just a "User" under groups. but 1 of the programs they need has to read/write to the registry. So I am forced to make them "Power Users". How can I lock this down more??

I've seen a few apps like Fortres Grand, which restrict users to a limited set of functionality at the discretion of the administrator. All of these systems are circumventable, however, and you really need an administrator on hand at all times to insure that the lockout doesn't keep people from doing their job.

Thanks I will look in to that. Maybe I will look in to writing my own desktop. thanks for the input
