Why is this Mobo so dog gone slow?

After trouble with my last Mobo (also posted on here) I dug out another cpu I had, its a AMD athlon 64, 3000+. I purchased a k8t Neo MSI motherboard on ebay and installed the cpu and heatsink and got it all ready to boot. I installed windows xp and everything seem to go fine.
however the next day I went to boot it up and it would sit on post screen for like 10 minutes. after messing with the bios for awhile I finally got it to boot into windows, however it is very very slow. like running an old 486 with 4mb of ram, takes forever to do the simplest things.

I again messed with bios and finally reset bios to defaults, formatted my drive reinstalled windows, (twice, once with xp, and once with 2000k) even setup takes forever, 3 hours to setup windows????
Bios seems to post quick now, just dont know where else to look. my bios is current, GRRRRRRRRRR, thinking about trading both my systems in for a pen, notebook, and a Super nes!

The Motherboard is MSI K8t Neo via k8t800 chipset. bios is a6702vms v 2.2
I am using 512 MB of PC3200 400mhz ram. Oh, I have also tried it with a SATA drive, and an IDE drive.

Any thoughts?

I guess I would tell you to NOT shop on eBay. Well, at least not for your computer parts anyway.. Sure the price may be good, but you never know the scam the seller is pulling, and I see alot of this on eBay.. hopefully, if the person you bought if from is a respectable seller, they would refund or RMA you.. Seems you got a bad board.

I have used MSI, and THAT model of MB many many times. Excellent product, but you NEVER get a board line that is 100% defect free every time. Things happen, but I would suggest you buy through merchants such as NEW EGG in the future, who offer a very good RMA refund program.
