Why is Hotmail E-mail not working??

[AWS]

It seems to not come up at all and says there is a connecting problem.
Have tried numerous times ....with no success. Also tried Windows Live Mail with
the same no success. Problem seems to be related to the Hot mail problem.
Why is it not working?
