why does windows security tell me Microsoft Essentials is turned off when ME says it is monitoring

Every time I start up computer Windows Security Alert tells me Microsoft Essentials is turned off but ME is green and telling me it is monitoring. Alert stays on until my daily scan runs and it goes off. I shut PC off at night and reopen next day and
same thing. What could the problem be?
