Why are my desktop shortcuts being saved to a public folder?

What seems to happen when I install a new program is that a shortcut to it gets placed in C:\Users\Public\Public Desktop instead of being placed in the desktop folder under my actual user account name. The program icons appear on my desktop as they normally would but why are the shortcuts being saved to a public folder? Note: the Public Desktop folder is normally hidden but I still don't want the shortcuts being saved there. Any shortcuts that were in there I moved to the desktop folder under my actual user acc. name but that doesn't solve the problem of the shortcuts being saved there when installing new programs. Any solutions?
