whs intallation failure will not boot to finish instalation

WHS will not boot after the inital instalation. it has formatated and intalled the setup files on the hd but will not restart to finish the instalation. It just wants to boot from CD. if i take out the cd at the boot sequence, i get the &quotboot disk failure&quot
