when one program is on the other is muted

I'm using a windows 8 ASUS and everytime I turn one program (or websites) it would mute the rest of the programs, this happened ever since I got my laptop and I've been pretty annoyed by it. I tried setting my communications ''do nothing'' but it still mutes one program after another is present. I've also checked my drivers and tried uninstalling and reinstalling but the same issue keeps happening.
