I have a dell laptop with built in webcam. How can I have a video conference
with someone using it?
 
Download Windows Live Messenger, and invite your friend or colleague to a
Video Chat by clicking on the video icon on the conversation toolbar. You
might be asked to configure your camera.

Thanks for the input everyone.

I don't think the Dell laptop came with any video conferencing software.
The Dell support people didn't indicate that either so maybe one of these
will work instead.
