What is the difference between $recycle.bin and recycler? (was: a verystupid subject line)

Would it kill you to craft a more descriptive subject line? Are you

As far as $recycle.bin goes, that is not a win-98 object, and possibly
neither is "recycler".

In win-98, the "recycler" is the directory C:\RECYCLED.
