That is a pop-up page either from the web site you are on, or a third-party
(advertisement or malware). Such pages are usually scripted in the code of the page
to be a certain size, and as such are not resizable. Some such pages will not have
scroll bars, or not have the address bar or other toolbars, or other
configurations....all scripted in the page's code.

Is there a particular page you are referring to? Give us a link so we can confirm
the behaviour and see what is going on at the site you are dealing with.

As glee said, post the URL that does that.

Does the pop-up put an icon onto the Toolbar? If so, the best thing to
do might be to R-Clk it, & select "Close"-- especially if you suspect it
to be malicious!

Thanks or Good Luck,
There may be humor in this post, and,
Naturally, you will not sue,
