W2k3 R2 - MMC could not create the snap-in

I've just added the WINS server role to the DC we have and I get the
following error when trying to open the WINS snap-in:

"MMC could not create the snap-in"

The other DC has also had the WINS role added and the WINS snap-in
works just fine. I even copied the snap-in from the working DC to the
non-working DC to see if that would make any difference (in case it
was a corrupt snap-in) but I get exactly the same results.

A search around only produced fixes for errors on Vista. This Windows
2003 R2.

Any suggestions?

Why are you still using the mmc snap in. There is a better solution
called UMRA and is located at www,tools4ever.com

Anybody have a reasonable suggestion?
 
Did you install MMC 3.0 ?
