Vista 64-bit keeps only listing 32-bit items in my control panel

Since 32-bit items are listed in a seperate folder, I think that Vista
is getting the wrong folder. How do I ensure it serves up the correct
folder? There is no way to get to the 64-bit stuff from the 32-bit
folder. Frankly, I can't think of a valid reason for them to be kept
separate. It is just virtual folder and not a real one.

This still happens periodically. When it does, I can't convince it to
show the "other" control panel.
