Using "Send To" fails to send a file via OutlookExpress

I am having a problem with a new installation of WinXP when trying
to use "Send To" to send a file via OutlookExpress:
From MSWord, I get "There was a problem creating the message".
From File Explorer, it just fails to do anything, with no error
message.
What is my problem? Any advice welcomed. TIA, JohnH

Could it be related to my having Outlook instead of Outlook
Express installed at one point? --JohnH
 
Your 'mailto:' protocol has some problem. One way to fix that is to set OE
back to default, OK, restart, and set Outlook again. IE, tools menu, Program
tab, drop boxes for mail

Send To Mail Recipient option does nothing
