Usb device attached hangs

Problem, if a USB devices is attached to Toshiba M60 notebook the computer
on start up hangs and will not boot. OS Windows XP Home SP2.
This occurs even adding a mouse before booting. After windows has fired up
all is well to attach usb devices. Is there an update or fix available.
 
I had a similar problem and found that the boot sequence in BIOS was
Network, Hard disk, CD - if a USB drive was connected at boot it would
hang trying to boot off it. I fixed it by changing the boot sequence
to boot from the Hard Disk first.
