Unable to turn on Windows Firewall

Windows Firewall is automatically turn off, and unable to turn it on
(Windows Firewall -> General -> On). Please help! Thanks!

Do you have third-party antivirus/security installed? Many of these
types of programs have their own firewall and will, by design, disable
the Windows Firewall. Examples are Norton Antivirus (with Internet Worm
Protection), McAfee, and Microsoft Live OneCare.

If this doesn't fit your situation, please provide more information so

No third-party antivirus/security installed yet. Actually I just finished a
fresh and complete WindowsXP Home installation. The security bubble reminds
me that the Windows Firewall is not turned on. I tried to turn it on by
'Windows firewall -> General -> On', but doesn't work. This is usually
turned on by default, and I didn't make any change on it before I got the
security warning.

Here are some troubleshooting steps/links, then:

To reset firewall: Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

"Due to an unidentified problem, Windows cannot display Windows Firewall
settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]

Can you not enable the Windows Firewall at all, or can you enable it only to
find that it's been disabled after rebooting?
