unable to shut down....?

I re-install my XP pro and still unable to shut down normally have to force it with power button....also CPU usage always 100% ...

Restart after shutdown could be a setting in the bios. 100% cpu usage could be a program that is starting up. AV will lock up sometimes, but, since this is a clean install you probably do't have an AV installed yet.
Look in Task Manager to see what process is taking up the CPU.
 
Thanks for your help in the task mananger shows the usage is all in the system. What would I do in the bios...?
 
Ok I went to the bios but there was no option for shut down...?
Just 3 choices Ext pointing device set at auto
then legacy usb support set at enable
last parrellel port set at ecp.
