unable to place phone call using phone dialer

On a computer running windows xp pro sp2 I am unsble to place a phone call
using phone dialer. The window is telling me that the server is not
responding it may be down or temp. overloaded. When the dialer tries to call,
it says the number is wrong or disconnected. Neither of these is true.

start/all programs/accessories/communications/Hyperterm
At the prompt, type:
ATDT 555-5555
(to dial)
If it dials, type :
ATH
(to hang up)
If this works, you probably need to reinstall the phone dialer software.
Running a Repair setup of XP would do that. If not, there may be something
wrong with the modem.

Are you using the *Skype* system ?
 
Thanks for getting back to me quickly! I had another computer that has no
trouble dialing, and went back and forth between the two, making sure every
setting was the same in that area, and wow it works now! Evidentally there
was an incorrect setting on the second computer that wasn't allowing it to
dial.
