Unable to open qw.exe [quicken launcher] nor able to use " restore to earlier date" Have Norton 360

Unable to open Quicken launcher qw.exe "Quicken" show up on screen but will not open the program. Have Norton 360 but that seems to have no affect on my problem I tried restarting and to restore to earlier date but that program states :cannot restore
to earlier date??
