Windows NT Unable to establish 2 VPN connection

I have query on the Terminal services configuration

Scenario

-- Windows 2003 server with Terminal services (2 profiles - user1 & user2)
- both the users have complete admin rights of the servers
-- 2 desktops
-- SSL VPN (web based) connection to connect to remote resources

Problem
---------

Desktop-1 connects to Windows 2003 server logged in as user1, connects to
remote resources by establishing a SSL VPN connections.
we are able telnet to remote servers & open the intranet websites.

Concurrently

Desktop-2 connects to the same Windows 2003 server logged in as user2 -
While establishing the VPN connection to the same VPN server above, we are
getting error.
like activex not enabled. aventail not loaded etc.

At times the VPN connection gets established but unable to telnet to remote
servers & unable to browse the intranet websites

Query

Can we make the second session independent of the first user connection. Ie
use different file resources. or

how to configure the second user to connect to the same VPN connection
established by the first user..
 
Traditionally this has always been no. The VPN connection establishes a
server wide connection not a session based connection. I do not think
this has changed.
