Trying to install IE-10 on W7 Pro 32. Freezes after log on at "Setting Up Personalized Settings for:

I have waited about 20 minutes and nothing. How can I get around this to install IE-10. I ended up doing a system restore. Tried resetting IE-9, no good. I have SP-1 and all updates. No anti-virus other than Windows. Nothing plugged in except laptop cooler.
Wireless Network at home.
