Toolbar problem. No full screen.

Previously I could click on an internet destination and it would arrive in full screen mode without an additional full box or F11 click. Now everything is going to a toolbar which requires an extra step. My laptop does not do this. How can I fix my
desktop to cure this problem? I am using Windows version XP.
