I've had the same issue for a very long time. Searching for an answer
did exactly nothing. There was no place I didn't look.
I figured out the problem (at least for me). I added Network Service to
the Administrators group and everything started working again. This is
bad security wise, though. There is a permission some where
Administrators have that my Network Service doesn't.. Wish I knew what
it was.
